What decided it

The unacceptable harm to the character and appearance of the area caused by the contrived sunken appearance and split-level character of the proposed dwelling, combined with the failure to provide suitable cycle parking, outweighed the limited housing and economic benefits when assessed against the Framework taken as a whole.

The harm to character and appearance and failure to support sustainable transport significantly and demonstrably outweighed the very limited benefits of providing a single market dwelling in a sustainable location, such that the presumption in favour of sustainable development did not apply.
