What decided it

The proposed internally illuminated display would be a prominent and distracting feature at a busy junction where road users must proceed with particular care, creating an adverse and unacceptable impact on public safety.

Although the display would be acceptable in amenity terms and well-designed, the adverse impact on public safety outweighed any other considerations, leading to dismissal of the appeal.
