What decided it

The inadequate onsite parking provision would generate severe residual impact on the constrained highway network, creating an unacceptably unsafe environment, combined with unacceptable effects on the living conditions of neighbouring Rock House residents through loss of sunlight and outlook.

The moderate economic benefits of business investment and expansion, and small aesthetic improvements, did not outweigh the significant harm from inadequate parking provision and adverse effects on neighbouring living conditions.
