What decided it

The proposal would cause unacceptable harm to the character, appearance and significance of the Tangmere Conservation Area by eroding the important openness at the entrance to the Nicolson Close estate and disrupting the historic development pattern, with insufficient public benefits to outweigh that harm.

The less than substantial harm to the significance of the Conservation Area was not outweighed by the few public benefits, and the presumption in favour of sustainable development was not engaged because the Conservation Area is a designated heritage asset.
