The garage door materially harms the safety of highway users by obstructing off-street parking and forcing vehicles to overhang the pavement and carriageway, conflicting with pedestrian and vehicular movements.

The benefits of improved security and insulation were outweighed by the material harm to highway safety and conflict with the development plan.
