What decided it
Condition 9 is not reasonable or necessary to prevent harm from GPDO Classes A, B, C and D, but remains necessary to restrict Class A Part 2 development (gates, walls, fences) which would cause moderate harm to Green Belt openness and rural character.
The moderate harm to Green Belt openness and character from boundary walls and fences under Class A Part 2 was not outweighed by other considerations, necessitating retention of the condition for that class only.
