What decided it

The appellants' lack of long-term intention to retain the fitness studio and their desire to avoid the expense of a planning application or ground (a) appeal, combined with the enforcement system's requirement for a fixed compliance period and the Council's view that the use is harmful, meant the requirements could not be deemed excessive and the time period could not be reasonably extended.
