What decided it

The extension would substantially reduce light to and outlook from the neighbouring property at No. 7, resulting in unacceptable harm to the living conditions of its occupiers in breach of the development plan.

No balancing exercise was undertaken; the proposal was found to fail the development plan test with no other considerations to indicate the decision should be made otherwise.
