What decided it

The forward positioning of the garage relative to the front building line would make it an unduly prominent and discordant feature in the streetscene, causing considerable harm to the character and appearance of the area that outweighed the modest benefits of the proposal.

The modest benefits of improved garaging and potential electric vehicle charging were insufficient to outweigh the considerable harm caused to the character and appearance of the area.
