What decided it

The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance, under which the limited benefits of the single dwelling and local economic support were not significantly and demonstrably outweighed by the limited harm from car reliance.

Under the tilted balance (NPPF paragraph 11(d)), the limited benefits of housing supply, support for local facilities, and construction economics were weighed against the limited harm from reliance on private vehicles; the adverse impacts did not significantly and demonstrably outweigh the benefits.
