The visual harm caused by the proposed dwelling's scale, massing and design to the setting of nearby listed buildings and scheduled monument, which would be incongruous with the vernacular character and diminutive scale of the historic cluster, outweighs the limited public benefits and cannot be justified under the Framework or the Planning (Listed Buildings and Conservation Areas) Act 1990.
