The site forms part of a larger agricultural field that reads as countryside rather than as part of the built environment, and the development would constitute an intrusion into the rural landscape that cannot be justified as infill or development of previously developed land under the applicable development plan policies.

The limited benefits of providing one additional dwelling and meeting the appellant's personal housing needs were outweighed by the harm to the character and appearance of the locality and the conflict with the development plan as a whole.
