The significant benefits of 112 residential units (50% affordable), modern flexible employment floorspace, environmental improvements and ecological enhancements were outweighed by the significant harm to character and appearance of the area and harm to living conditions of neighbouring occupiers, resulting in conflict with the development plan as a whole
