What decided it
The level of information before the Inspector was insufficient to allow confidence that the proposal would preserve the listed building's special interest, particularly regarding the unknown impact of necessary mitigation works for noise, odour and fire safety on historic fabric.
The tilted balance did not apply because paragraph 11(d) of the Framework provides an exception where policies protecting designated heritage assets provide a clear reason for refusal; consequently, the presumption in favour of sustainable development was disapplied.
