What decided it

The Council's substantial shortfall in housing delivery, which engaged the presumption in favour of sustainable development and tilted the balance in favour of the proposal despite the harm to character and appearance.

The moderate benefits of housing delivery on previously developed land in a sustainable location outweighed the moderate harm to character and appearance, such that the adverse impacts did not significantly and demonstrably outweigh the benefits when assessed against the Framework taken as a whole.
