The appellant failed to demonstrate an essential functional need for a worker to live permanently on site, given the uncertain financial viability of herd expansion and the availability of remote technology as an alternative to on-site supervision.

The small benefits of local spending and the absence of neighbour objections did not outweigh the failure to demonstrate an essential need for the dwelling, so the appeal was dismissed.
