What decided it

The significant size of the proposed garage building in proportion to the domestic scale of other buildings in the area would harm the character and appearance of the locality contrary to development plan policies.

The benefit to highway safety from removing a large vehicle from the street did not outweigh the harm to character and appearance; the fallback position afforded some weight but did not outweigh the identified harm.
