What decided it

The proposal would cause harmful impacts on both the character and appearance of the area and the living conditions of neighbouring occupants, conflicting with policy PP27 and paragraph 130 of the NPPF, with no material considerations of sufficient weight to justify approval.

The benefits of modernisation and additional accommodation were outweighed by the substantial harm to character and appearance and the unacceptable impact on neighbouring living conditions.
