The lack of adequate outlook from the roofspace bedroom of No27 and poor accessibility to private amenity space would give rise to a poor standard of living conditions that would conflict with development plan policy and national guidance.

The benefits of housing delivery and regeneration in a sustainable location did not outweigh the harm to living conditions of prospective occupiers of the upper flat at No27.
