The proposal failed to robustly demonstrate that the building was of a scale suitable for the intended use and did not qualify for the exceptions under CDP policy 10, and the stark and incongruous appearance of the building in a prominent landscape position caused unacceptable harm to character and appearance contrary to CDP policies 10, 29 and 31.
