What decided it

The harm to character and appearance of the residential area and less than substantial harm to the non-designated heritage asset were not outweighed by the public benefits of telecommunications provision, particularly given inadequate assessment of alternative sites.

The economic and social benefits of an effective communications network were outweighed by the harm generated by the siting of the mast in a residential location adjacent to a non-designated heritage asset.
