The need for improved digital connectivity and 5G coverage in the area, supported by national policy objectives, outweighed the less-than-substantial visual harm caused by the installation with mitigation measures in place.

The need for the facility in the immediate area and the benefits of improved digital connectivity outweighed the harm arising from its scale and appearance with the modified approach including GRP shrouding.
