What decided it

The proposal conflicts with the development plan settlement strategy by proposing three dwellings in the countryside outside any settlement boundary, exceeding the small-scale housing exception in Policy DM27, and the material considerations advanced do not carry sufficient weight to determine the appeal otherwise than in accordance with the development plan.

The conflict with the development plan policies, which are up to date and consistent with the Framework, was given substantial weight and outweighed the limited weight attributed to the material considerations including brownfield remediation, economic benefits, housing supply contribution and removal of commercial use.
