What decided it
The white uPVC frames would be visually prominent in the streetscene and lack the fine detailing and authentic character of traditional timber sash windows, causing less than substantial harm to the conservation area's significance that is not outweighed by the appellant's private benefits.
The less than substantial harm to the significance of the Dorking Conservation Area through loss of traditional features was not outweighed by the appellant's private benefits of improved energy efficiency, warmth and health, as alternative means were available to achieve these outcomes without loss of the timber windows.
