Main issues, as the Inspector framed them

  • Whether the proposed development would preserve the setting of the Grade II listed building known as High Bank
  • The effect of the proposed development on the character and appearance of the area

What decided it

The harm to the setting and significance of the Grade II listed building High Bank, through severance of the curtilage and loss of the designed garden rooms, could not be justified by the modest public benefits of the proposal, including housing delivery and self-build provision.

The modest public benefits of housing delivery, self-build provision and economic benefits, which attracted substantial weight, were substantially outweighed by the considerable importance and weight attaching to the harm to the setting and significance of High Bank and conflict with Framework Policies HE4, HE5 and HE6.
