What decided it

The proposal constitutes redevelopment of previously developed land within the Green Belt that would not cause substantial harm to openness, falling within the NPPF paragraph 154(g) exception to inappropriate development.

The conflict with Policy EN1 of the Mole Valley Local Plan was outweighed by material considerations, including the consistency of the proposal with NPPF paragraph 154(g) and the small contribution to housing supply.
