Main issues, as the Inspector framed them
- whether the proposal would be inappropriate development in the Green Belt having regard to the Framework and any other relevant development plan policies
- the effect of the proposal on the openness of the Green Belt
- the effect of the proposal on the character and appearance of the area
- the effect of the proposal on ancient woodland
- whether any harm by reason of inappropriateness, and any other harm, is clearly outweighed by other considerations, so as to amount to the very special circumstances required to justify the development
What decided it
The proposal fails to satisfy the sustainability criterion of policy GB7(g) because the site is not a sustainable location for additional housing, being substantially separated from services and facilities with future occupiers reliant on private car use, combined with the substantial harm to Green Belt openness and the likely harmful effect on ancient woodland, with no very special circumstances to justify the development.
The substantial harm to the Green Belt, together with harm to ancient woodland and character and appearance, was not clearly outweighed by the limited benefits of avoiding demolition waste, ecological mitigation and historic interest, and very special circumstances do not exist.
