The Inspector concluded that the proposed emergency access and mitigation measures would ensure the development remained safe from flooding, so the proposal would not have a harmful effect on flooding in the area.

The proposal would not conflict with the development plan and there were no other considerations, including the Framework, which outweighed this finding, so the appeal was allowed.
