What decided it

The 1.8m high fence's scale, siting and prominence result in significant harm to the character and appearance of the area and create an unacceptable impact on highway safety by obstructing required visibility splays.

The benefits of security, privacy and design quality were insufficient to outweigh the harm to character and appearance and highway safety.
