What decided it
The Appellant's refusal to agree to a necessary pre-commencement condition regarding surface water drainage capacity over third-party land, combined with the failure to secure adequate mitigation for impacts on protected habitats, rendered the proposal unacceptable in planning terms.
The economic benefits of the scheme in terms of employment and visitor spend were outweighed by the identified harm relating to flood risk and impacts on protected habitats, to which significant weight was attached.
