What decided it
The new residential blocks would be fundamentally unacceptable in terms of their impact on the significance of the heritage assets, with insufficient public benefits to justify or outweigh the identified harm to the listed building and conservation area.
The benefits of bringing the listed building back into use and providing new dwellings were given significant weight, but were outweighed by the less than substantial harm to the heritage assets, which required great weight to be given to their conservation under paragraph 193 of the NPPF.
