What decided it

The proposal would cause unacceptable harm to both the character and appearance of the dwelling and surrounding area and the privacy of neighbouring occupants at No. 95, with no material considerations outweighing these harms.

No balancing exercise was undertaken; the proposal was found to conflict with the development plan on two grounds with no countervailing benefits of sufficient weight.
