What decided it

The substantial number of vehicle movements and visitors concentrated within short time periods in the late afternoon/early evening, combined with the inability to demonstrate safe parking arrangements on the surrounding highway network, would cause unacceptable harm to living conditions and highway safety that could not be adequately mitigated by conditions.
