The limited harm arising from under-provision of off-street parking did not significantly or demonstrably outweigh the cumulative benefits of housing delivery in an area with significant housing land supply shortfall, limited economic benefits during construction, and environmental benefits from tree and hedge planting and surface water management, when assessed against the Framework as a whole.
