The unacceptable effect on highway safety arising from the reduction in visibility at the Mexborough Street junction, which provided a clear justification for dismissal notwithstanding the outweighing of heritage harm by public benefits.
The less than substantial harm to the Chapeltown Conservation Area would be outweighed by the public benefits of 5G coverage provision and the technical minimisation of the installation, but this balance was rendered academic by the unacceptable highway safety harm which could not be outweighed.
