What decided it

The proposed roof terrace would be considerably larger than existing balconies, oriented towards the neighbour's property rather than the marina, and capable of accommodating large numbers of people for extended periods, resulting in significant harm to the living conditions of neighbouring occupants through invasive loss of privacy and increased noise and disturbance.

The harm to neighbours' living conditions resulting from conflict with the development plan outweighed any benefits of the extension, with no material considerations indicating permission should be granted despite this conflict.
