What decided it
The proposal conflicts with both the development plan policies restricting rural residential conversion and the Framework's heritage protection requirements, with the limited benefits of a single dwelling insufficient to overcome the less than substantial harm to the listed building's setting.
The less than substantial harm to the setting of the Grade II Listed Building, afforded great weight under paragraph 199 of the Framework, was not outweighed by the limited public benefits from the conversion works and support to the local economy from one dwelling in a remote location
