What decided it
The proposal would adversely affect the integrity of the Arun Valley SPA, SAC and Ramsar Site through water abstraction without demonstrated water neutrality, which is a matter of overriding concern that significantly outweighs the modest benefits of housing delivery.
The adverse effect on designated nature conservation sites and conflict with the Regulations, taken together with modest harm to character and appearance and conflict with the spatial strategy, significantly outweighed the modest benefits of 7 dwellings and social and economic benefits, such that the presumption in favour of sustainable development did not apply and the proposal conflicted with the development plan as a whole.
