Main issues, as the Inspector framed them
- The effect of the proposal upon the living conditions of the occupiers of No. 1 Ivy Lane, with particular regard to daylight and outlook
What decided it
The significant harm to the living conditions of neighbouring residents through loss of daylight and outlook, combined with the engagement of paragraph 14 of the Framework which protects the neighbourhood plan, outweighs the modest housing benefit.
The adverse impact of allowing the proposal, taking into account the conflict with the Farnham Neighbourhood Plan, significantly and demonstrably outweighs the benefits of a small contribution to housing supply and a sensitively designed dwelling in a sustainable location
