The adverse impacts of unacceptable privacy harm to neighbouring occupiers significantly and demonstrably outweigh the benefits of providing two additional housing units and removing the existing workshop, particularly as planning permission already exists for two dwellings on the site, such that the presumption in favour of sustainable development does not apply.
