What decided it

The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance under Framework paragraph 11, and the modest but positive contribution to housing supply combined with the site's sustainable location and relationship to existing built form meant the benefits outweighed the conflict with the development plan.

The adverse impacts of the proposal, including conflict with spatial strategy policies, would not significantly and demonstrably outweigh the benefits of housing delivery and the site's sustainable location when assessed against the Framework taken as a whole, in the context of a shortfall in five-year housing land supply.
