The less-than-substantial harm to heritage assets and moderate adverse landscape harm were outweighed by the substantial public benefits of housing delivery (including affordable housing), economic benefits and biodiversity improvements, such that the adverse impacts did not significantly and demonstrably outweigh the benefits.
