What decided it

The harm to the character and appearance of the surrounding area arising from the fence's dominant, incongruous and strident appearance in a prominent location, which fails to respond positively to the prevailing pattern of low boundary treatments.

The absence of harm to highway and pedestrian safety was a neutral factor that did not outweigh the harm to character and appearance.
