The strong probability that vehicles would not be wholly parked on the hardstanding, necessitating pedestrians to enter the road to negotiate obstructions, would be prejudicial to pedestrian safety and unacceptable.

The personal convenience of on-site parking did not outweigh the potential pedestrian safety issue arising from the likely obstruction of the footway.
