The evidence did not clearly demonstrate that the designated Green Space was surplus to requirements, particularly in relation to its demonstrated community need, thereby conflicting with Policy SWDP 38 and paragraph 99 of the Framework.
The very significant weight ascribed to harm from removal of attractive and functional open space contributing to community quality of life outweighed the substantial weight given to benefits including 100% affordable housing provision for 50 dwellings, economic benefits, and housing supply contribution.
