What decided it
The proposal would be harmful to the AONB by appearing intrusive without a secured mechanism for long-term vegetation retention, and this harm given great weight under paragraph 174 of the Framework outweighed the public benefits and could not be overcome by the absence of a five-year housing land supply.
The public benefits of five additional housing units would outweigh the less than substantial harm to the Registered Park or Garden, but the great weight given to harm to the AONB tipped the balance against the proposal overall.
