What decided it

The less than substantial harm to the character and appearance of the Duke Street Conservation Area caused by the poorly executed front doorway insertion outweighed the moderate public benefits of bringing a vacant building into use and generating employment.

The moderate public benefits of investment and job creation were outweighed by the less than substantial harm to the Conservation Area, to which great weight must be given under paragraph 199 of the NPPF.
