What decided it

The existing context of flat-roofed dormers in the immediate vicinity, combined with the varied character of the area and the subservient design of the proposed dormer, meant that the conflict with the Design Guide was not sufficiently significant to justify refusal.

The conflict with the Design Guide was outweighed by the proposed design, local circumstances and context, allowing the appeal to be allowed.
