What decided it

The failure to secure appropriate mitigation for the Burnham Beeches SAC, combined with unacceptable harm to character and appearance, meant the proposal conflicted with the development plan with no material considerations to outweigh the identified harm.

The minimal contribution of one dwelling to housing supply and any economic benefits were outweighed by the unacceptable harm to character and appearance and the potential adverse effect on the integrity of the Burnham Beeches SAC without secured mitigation.
