What decided it

The proposal would appear cramped and harmful to the prevailing pattern of development with an obvious stark presence on the corner, conflicting with the requirement to establish or maintain a strong sense of place and form a logical complement to the existing character of the area.

The limited weight given to the benefits of the proposal (modest housing contribution and economic benefits) would not justify determining the development other than in accordance with the adopted development plan, which the proposal conflicts with.
